On 29 September, the European Council adopted new rules to simplify and clarify the Carbon Border Adjustment Mechanism (CBAM). These changes reduce paperwork and costs for businesses while maintaining strong climate ambition. Even with the simplification, about 99% of CO₂ emissions from CBAM goods will still be included.
CBAM is designed to create a level playing field. By taxing imports of products with high CO₂ emissions, it ensures that European producers investing in sustainability aren’t put at a disadvantage.
In practice, many CBAM rules turned out to be complex and expensive, especially for smaller importers. This new regulation aims to ease the burden on businesses while continuing to drive the green transition forward.
The regulation will be published in the EU Official Journal and will take effect on the third day following its publication.
For small and medium-sized businesses, complying with CBAM will become simpler and less costly. However, it’s still essential to know the CO₂ footprint of your imports. If you exceed the new threshold, reporting is still required.
